CITY LAKE DAM SAFETY INITIATIVE
The integrity and engineering status of the Council Grove City Lake Dam has long been a concern of lake property owners. The Council Grove City Lake Association (CGCLA) first presented an official request asking the city to accomplish an engineering study concerning the dam integrity, in April of 2006; this was followed by several similar requests.
In a final effort, in a letter dated July 2010, the CGCLA requested that the City officials formally request an overdue comprehensive inspection by the Kansas Department of Agriculture, Division of Water Resources, Water Structures Program Manager, to be in compliance with Kansas Dam Safety Laws and Regulations.
As a result of inaction by city officials, the CGCLA requested the Division of Water Resources (DWR), Water Structures Program Manager conduct an inspection on behalf of the lake property owners, inasmuch as it is a public water supply. Acting under the authority K.S.A. 82a-30I through 305a, the Obstructions in Streams Act, the Division of Water Resources (DWR) inspected the dam on March 2 and May 5, 2011 and provided a Dam Safety Inspection report to the City of Council Grove on January 23, 2012.
