Master Plan Progress

Most of the 6-8 Month Objectives for the master plan are on track and moving along well.

  • The Lake Association is rapidly becoming an effective organization to represent the lake homeowners. As we move forward with coalition building and activity on both the political and legal fronts, the lake homeowners are gaining more input to issues concerning the lake.
  • A special commission comprised of representatives from the City Lake, Morris County Economic Development Commission, County Commissioners, Chamber of Commerce and Council Grove is meeting regularly to make recommendations concerning governance and financial stability of the lake and the resulting economic growth for the area. The Commission is making progress toward arriving at a recommendation that will meet the needs of lake home owners and the city. It is still our hope that the commission will arrive at a recommendation that will then be submitted to the Lake homeowners and the City Council for approval.
  • Our initiative for a study of dam maintenance requirements is progressing quite well. The US Army Corp of Engineers has conducted an inspection of the city lake dam. The city is at work repairing the spillway. Riprap will be added to the lakeside of the dam. There is some seepage near the spillway, which will be core drilled and monitored before plugging.
  • Our Master Plan initiative to survey the lake-leased lots and permanently mark the lot boundaries is making some progress. At the request of the special commission the city is going to advertise for bids to survey and mark the lots. This is mostly to establish the cost of a survey.
  • Lake Association members are continuing to pursue the 6-8 month time frame objectives outlined in the June meeting minutes. Lake Association Retains Attorney

The Lake Association Executive Board has retained an attorney to advise and represent the Council Grove City Lake Association. After careful consideration we selected Attorney Bill Frost of Morrison,
Frost, Olsen, & Irvine, LLP. Bill’s specialty is municipal law. He has been practicing since 1975,
and has represented the City of Manhattan as City Attorney since 1978. He is a member of the City Attorneys Association of Kansas, and has served on the Board of Directors since 1990.
During our initial interview meeting with Bill, it was readily evident that he is the best attorney to represent us. We have great confidence in his knowledge and experience in municipal law, and his
ability to effectively represent us.

Caretaker Rescue

City Lake Caretaker/Patrolman Kevin Rikli put his fireman training to use this week as he rescued a lake homeowner from the water. The following report is retyped from the Council Grove Republican of September 25 th.

RESCUED FROM LAKE SATURDAY MORNING

Bob Abbott, cabin site C-33, was rescued from the city lake Saturday morning by Kevin Rikli, lake caretaker. Abbott, who had been in the water 10-15 minutes, was kept warm with blankets until the Emergency Medical Service arrived. He was checked at the scene, but did not require hospitalization. Quick action by lake residents led to the rescue. Stephen and Jan Roecker, cabin site I-15, heard calls for help coming from across the cove, in C section. They caught Rikli, who was on patrol at the lake. Rikli found Abbott face down in the water by his concrete boat ramp, struggling to keep his head out of the water. Abbott was aided by being able to keep his hands on two large rocks on the lake bottom. During the rescue, Stephen Murphy, cabin site C-24, had advised Rikli of Abbott’s existing medical condition.

Kevin continues to be busy with grading roads, working on the spillway, and other maintenance items. He also wanted us to pass on that he appreciates the support and cooperation of the lake Community.

Gathering in the Grove – November 24 th – 26 th, 2006

Artists from this area will display their artwork for the public to view and purchase for themselves or for gifts (Christmas, Thanksgiving, New Years, birthdays, and more). The show will also include musical entertainment at various times during the open hours. Plan to attend “GATHERING IN THE GROVE”. Friday, November 24 th 6:00pm-9:00pm

Saturday, November 25 th 10:00am –5::00pm;

Sunday, November 26 th 1:00 pm – 4:00 pm

Lawn Care Management (Chemical Class)

. The next Lawn care Management Class will be Friday, March 9 Th, 7:30 pm at the Morris County Court House meeting room, lower level. A certificate of completion is a requirement to use chemicals at the lake, herbicides, pesticides, fertilizer, etc The certificate is valid for two years from the class completion date. More details are available in the city ordinance at the web site http://www.cgclakeassoc.org/Due to scheduling restrictions beyond our control this may be the only class available next year. Please mark this date on your calendar!

Did You Know?

City ordinance sets a no wake period from October 30 th to April 15 th. During the rest of the year the no-wake time is from sunset to 8:00 am. Official sunset time may be found numerous places, the Council Grove sunset time is available on our web site home page. The no-wake ordinance is available on the Lake Association web site.

One hundred and forty-six people now receive email news from the Lake Association. Email is an excellent way to keep informed and to provide comments and feedback to the Executive Board. To receive the current lake news, newsletters, reminders, etc., send your email address to cglakeassoc@yahoo.com. We will use your email address only for Lake related information.

The Lake Association web site has a wealth of information about the lake consolidated in one place The current sections on the left side of the home page lead to documents about the lake and are summarized below:

Lake Map section contains printable lake maps.

Master Plan section, Contains the Master Plan, documents tracing the annexation initiative and events leading to the initiation of the Master Plan, as well as current progress of the Master Plan implementation.

Newsletter section has newsletters and minutes from the last two years.

Council Grove Directory provides a local business directory and a directory of local churches.

Lake Association By-laws, City Lake Rules and Regulations, and City Lake Ordinances each have a section of their own.

We still have some sections in the planning and construction phases. We are always looking for volunteers to help provide information for sections; an example is the “ Council Grove- things to do section”. We also need feed back about the web site: What is helpful, what is not, and ideas for additional information or sections to put on the site.
