Financial Stability and Governance Issue Update
During the May 14th Council Grove City Council meeting, Danny Matthews, City Administrator, presented information about the City Lake and expressed his opinions on what the City Council should do about the financial stability and governance issues at the City Lake. While this was not a formal proposal by the City Administrator, he was clearly advising City Council not to accept the current compromise plan developed by the Mayor’s Special Commission,(which included representatives from the City, City Lake, County, Chamber of Commerce, and Economic Development Corporation), and which was endorsed by the Lake Association membership.
One of the main points that stick out in Mr. Matthews’s presentation is that apparently the city administration has backed off their previous annexation initiative. However his options submitted to the City Council, appear to be just as onerous as the city administrations previous “annexation with barebones services” proposal. The Executive Committee has been meeting to address this new situation. We have requested more detailed information and materials that Danny Matthews presented to City Council members during the meeting.
As always, the leadership of the Lake Association will continue to pursue strategies that meet our simple basic objectives: Protect our investments in lake property, and have a binding voice in governance issues and at the same time protect the city’s water supply and provide a reasonable income stream to the city.
Master Plan Update
During our June 9th meeting, Curt Brungardt, facilitator of the Master Plan, will present a one-year update on the progress of implementing the Master Plan’s improvements. The membership will be asked at this time to provide new ideas for improvements to the City Lake.
Legal Fund
Once again the Lake Association leadership would like to thank the membership for its’ continued financial support of the legal fund. We continue to receive contributions to the legal fund. This is so important as we continue to work with the city to find an agreement that benefits both the lake homeowners and the city
Election of Officers
The Nominating committee will present a proposed slate of officers during the June 9 th Lake Association meeting. In addition there will be opportunities for nominations from the floor. The Election of officers will take place at that meeting. All paid members are eligible to vote in the election of officers.
Independence Day Celebration-July 3rd
NOW is the time to plan your decorating scheme for this year’s Independence Day activities. The 2007 Council Grove City Lake Boat Regatta, along with the second annual Lakefront Decorating Contest, will be held on Tuesday, July 3. Once again, the Flint Hills Community Band has graciously agreed to enhance our evening’s festivities with awesome patriotic music. Are you a Good Neighbor?
Living at the lake implies casual, relaxed, care-free and fun times. Hopefully these are the feelings you experience when you are here. Often weekends and holidays are a time for extended family gatherings, which can sometimes over-tax our facilities. The kids play into the neighbor’s yard. The tents are scattered hither and yon. The talking and visiting continue well past the quiet hours. Our lots are small. We all share the water. As a neighbor, how do you feel? Are you angry because there was so much noise you couldn’t get to sleep? Are you upset at the neighbor’s grandchildren who trampled your newly-planted flowers? Did you accost your neighbor and tell him in no uncertain terms just how you feel about his family? ---OR---did you smile to yourself knowing what a good time you have when it’s your family gathered here and feel happy to see your neighbors having such a grand time.
As the host family, did you talk with your neighbor to let them know you would be having a “crowd” for the weekend? Did you explain you might be visiting late (“hope we don’t disturb you”), the kids may over-step the boundaries even after I’ve shown them where they are. But, it’s only for (however many) days, then all will return to normal.
As a lake cabin/home owner, we are all here to have a good time. Whether you are a full-time or part-time resident, it doesn’t matter. What matters is that we each be considerate and sensitive to our neighbors. We need to speak to each other, keep each other informed, assist each other when we can and assure we continue to make our lake a pleasant place to be.
Boating Rules and Public Boat Ramps
As the summer season begins most of us will be putting boats in for the summer. We’re all looking forward to a fun summer on the lake. We’d like to pass along a couple of reminders about boating to keep the fun safe and enjoyable.
- You’ll need a city boat permit in addition to the state registration. If the boat is being used only for fishing, and the speed stays below no wake speed a city permit is not required. Very few folks do that, so you’ll most likely need a permit.
- New state laws require a “skier down flag” for towing persons (including tubing). Also a sound producing device, horn or whistle, is required for all motor boats.
- Both boat ramps at the city lake are unique in construction as they make approximately a 20 degree turn to the south just below the water line. Be very careful to stay on the ramp and follow the turn. Several trailers and tires have been damaged as a result of backing the boat trailer straight in and the trailer falling off the edge of the ramp.
- Also be cautious when using the dock adjacent to the north ramp. It’s easy for a boat to slip under the dock. There are metal and other sharp objects under there. It would be very easy to damage your boat or body so be careful!

We are working to use the Internet and email to increase awareness of current news and disseminate more information to the membership. Considerable information is available on the Lake Association web site cgclakeassoc.org. The Association email list disseminates current information directly to over 170 email addresses and reaches many non- email members through neighbors and friends.
