TRAGIC NEWS

It is with great sadness that we pass along the news of the tragic death of Jana Lynne Mackey, daughter of Curt and Christie Brungardt on July 1, 2008. For those of you who would like to send a card to Curt and Christie, their home address is: Dr and Mrs Curtis Brungardt, 2600 B Augusta Lane, Hays, KS. 67601. PRESIDENT’S COMMENTS

Last month I visited with you about water safety issues on our beautiful lake. I discussed the importance of following both city and state regulations as well as using common sense as boaters. This month I want to talk about safety on our roadways. Just as dangerous are the various lake roads to our cabins and lake homes. My biggest concern is the east and south lake roads. The roadway from the spillway area north of the dam and around to the south 1200 Road entrance is an extremely busy road. This arterial serves 84 cabins and lake homes. It is by far the busiest gravel road at the City Lake Park. Most disturbing is that the City of Council Grove has not adequately maintained this roadway in 2008. It is very rough and has numerous large potholes. In previous years this roadway would be a 1 ½ to 2 lane road; however, today much of the south portion of the road is 1 lane. The city has failed to properly grade and widen the road. The trees lining the south portion of the road now cover most of the traffic signage. I highly recommend that you travel with extreme caution and below the speed limit on this roadway. In addition, there is not room for walkers and I further recommend that our “exercise buffs” find other locations for walking. Thanks to lake resident and mowing and tree trimming volunteer, Bill Swafford, this issue does not extend to the north side of the City Lake Park.

It is my hope that in the future the City of Council Grove will recognize the importance of basic maintenance of the lake roadways. Until that time, all of us must be extremely cautious.

The Lake Association general meetings will be held on Saturdays at 9:00 AM at the Community Christian Church on West Main Street ( 18 McCardell Street) in Council Grove. The Board of Directors’ meetings will be held on Saturdays at 9:00 AM at the Hays House Kaw Room in Council Grove.

LAKE ASSOCIATION MEMBERSHIP OVER 80%

The lake association leadership is happy to announce that 273 lease holders have joined the Council Grove City Lake Association in 2008. Matching our 2007 numbers, 80% of lake lease holders are members of the Lake Association. The leadership would like to thank its members for the commitment and continued support of our vital organization.

ELECTION RESULTS FOR BOARD OF DIRECTORS

The first election of the new Lake Association corporate Board of Directors is complete. The election committee, chaired by Mary Anne Clark, and comprised of Richard and Karen Waring and Julia Powell tabulated both the mail-in ballots and the annual meeting ballots on June 15 th. Eleven directors were elected by lake association members. Curt Brungardt, current Lake Association President, received the most votes followed closely by Dave Fritchen and Andy Hutter. Others elected to serve two-year terms were Gary Catlin, LuAnn Fuller, and Dave Baker. Directors elected to serve one-year terms were Joyce Hutter, John Nicodemus, Ken Mulanax, George Forrester, and Jay Jones. The Lake Association would also like to personally thank all candidates who sought election.

BOARD OF DIRECTORS APPOINTS OFFICERS

The new Board of Directors held their first meeting on June 28 th in the Kaw Room of the Hays House. Officers elected for the 2008-2009 year were Curt Brungardt - President, Dave Fritchen - Vice President, and Joyce Hutter - Treasurer. In addition to selecting officers the directors reviewed the election process; goals and accomplishments for 2007-2008; financial stability and governance issues; lack of city maintenance at the lake; and Independence Day activities. Please see the Lake Association website, www.cgclakeassoc.com, for complete minutes of the meeting. The Board of Directors meetings are open to all Lake Association members.

JULY GENERAL MEETING OPEN TO THE PUBLIC

The Board of Directors decided that the July general Lake Association meeting (July 12) will be open to the public. The agenda includes items that will be of interest to the entire Council Grove community. The program will include: a brief business meeting; a presentation by the Kansas University Biological Survey Team about their bathometric survey of the city lake; Hopefully Vern Hay and Darrell Miller, both candidates for District Two County Commissioner will be available to speak; an informational presentation about the School bond issue; and voter registration will be available. Come and learn about the sediment and water quality of the city lake, political candidates from our district, the school bond issue, and the opportunity to register to vote.

UPDATE ON FINANCIAL STABILITLY AND GOVERNANCE ISSUES

In recent weeks Lake Association Attorney Bill Frost has been working closely with a team of attorneys from Stinson, Morrison and Hecker about our legal options in protecting our basic homeowner and property rights. City Administrator, Danny Matthews, has proposed to the City Council annual renewable leases and a “total control” plan for the City of Council Grove. We believe such a plan would deny lake homeowners their basic property rights. More information on our progress will be provided at a later date.

The popular “Lake Shirts” and Council Grove City lake License Plates are available at several Council Grove Merchants. Remember ALL proceeds from the license plates go to support the USD 417 Educational Enhancement Fund. Please visit these businesses and thank them for their support.

INDEPENDENCE DAY ACTIVITIES AT THE CITY LAKE

In addition to our annual boat regatta and lake front decorating contests, lake resident Dan May (J-12) and the Lake Association provided a spectacular fireworks display. The Lake Association provided financial support to this activity. All of us at the lake would like to thank Dan May and his family for all their work, effort and financial contribution that provided this awesome event.

JUNE SUMMER TIME EVENTS IN COUNCIL GROVE

June in Council Grove was full of activities. The Rotary Cutting Horse Contest, Prelude to Symphony in the Flint Hills, the Symphony in the Flint Hill and the traditional Wah Shun Gah Days celebration provided local citizens with many summertime activities. These activities were made possible only because literally hundreds of volunteers organized and worked tirelessly. We would like to extend a special thanks to those Lake Association Members, especially the “part timers” who contributed so much to help make these community events such a great success.

COUNCIL GROVE LIFE CENTER OFFERS BENEFIT TO LAKE RESIDENTS

Are you aware of the wonderful fitness facility available in Council Grove? The Council Grove Life Center features a 16 ft. x 75 ft. swimming pool, a gymnasium, a racquetball/handball court, a cardio area with 17 different machines, and several sets of free weights. Dennis DeLay at the Life Center is offering special rates to Lake Association members who are not currently members of the Life Center. Monthly, six months, or annual memberships are available. Stop in and visit with Dennis or his staff at 300 N. Union or call 620-767-5400. They will let you work out the first time for free, as a trial visit.

CITY LAKE BIOLOGICAL SURVEY REPORT AT JULY MEETING

The Kansas University Biological Survey team will present their report of the May City Lake Survey to the public at the July 12th Lake Association meeting. Lake maps resulting from the survey will be available.

On May eighth, a team from Kansas University conducted a Biological survey of the Council Grove City Lake. Dr. Mark Jakubauskas, Dr. Jerry de Noyelles, and Aquatic Specialist Scott Campbell, performed a Bathymetric survey to map lake depth and sediment accumulation on the Council Grove City Lake. City Lake resident John Nicodemus hosted the team and accompanied them during parts of the survey. The team will make a presentation of their findings at the July Lake Association meeting. The public will be invited to the presentation.

Funded by the Kansas Water Office, the Kansas Biological Survey's ASTRA (Applied Science and
Technology for Reservoir Assessment) team employs state-of-the-art bathymetric mapping sonar that creates 3-D color-coded depth maps of reservoirs and highly detailed maps of lake bottom contours and sediment thickness.  Maps resulting from the survey will be of interest to boaters, fishermen, and lake managers.  The bathymetric survey will also result in the creation of tables that show the capacity of the lake.

Recognizing the critical need for information on Kansas reservoir conditions, the Kansas Biological Survey in 2006 created the Applied Science and Technology for Reservoir Assessment (ASTRA) Initiative, with major investments in infrastructure and equipment to address the need. The Survey is a source of biological and ecological information about the Kansas environment and has extensive experience in reservoir, stream, and water quality assessment, watershed monitoring, and remote sensing and related geospatial technologies. KBS is uniquely qualified to contribute to the research and information needs for immediate and longer-term management of Kansas reservoirs.
