New Officers Elected

A new slate of officers was elected at the June ninth meeting. The previous executive Board felt that bringing a whole new group of officers into the leadership would bring fresh ideas and new energy to the organization. The past officers will remain active in advisory roles and leading special projects. Short Biographies of the new officers follow:

Chair: Curt Brungardt. Executive Director, Center for Civic Leadership, Fort Hays State University. Facilitator of the Council Grove City Lake Association Master Plan. Curt has two homes; his primary residence is the City Lake.

Vice Chair: Joyce Hutter. Fifteen years teaching experience (High School Speech, English\Debate). Twenty years real estate sales- managed office of 18 agents. Full time lake resident.

Secretary: Fred Vance. Administrator of Lincoln Center OB-GYN in Topeka since 1989.  Past President of Kansas Medical Group Management Association.  Fred and his wife have two homes; primary residence is currently in Topeka .  Part time lake resident and Lake Association member since 1998 with present plans to move to the lake full time at retirement.            

Treasurer: LuAnn Fuller. Acting treasurer for the last six months, appointed after Carolyn Nelson resigned. Previous Owner and Manager of “The Closet” a boutique in Beloit. Council Grove resident, currently building a home at the lake.

City Hall Backs Off of Annexation

During the May 14th Council Grove City Council meeting, Danny Matthews, City Administrator, presented information about the City Lake and expressed his opinions on what the City Council should do about the City Lake.

One of the most notable changes is that apparently the city administration has backed off their previous annexation initiative. The second is a retreat from the previous claims by Mayor Montgomery that the City Lake was a financial drain on the city budget. During his presentation Mr. Matthews said the lake was doing “ok”, holding its own and he presented income/expense statements showing an net income of $75,876.75 in 2006. However, as we deal with the city hall concerning issues at the lake we must be mindful that a short two years ago, Mayor Montgomery sent to the city council and planning and zoning commission, gain/loss projections showing a loss of $18,738 for 2006. These figures were used by the mayor’s administration to justify annexation and to make lake residents the “bad guys” by claiming that city tax dollars were necessary to support the lake. These figures were also used by the governing body to make decisions concerning maintenance and improvements at the city lake. We have learned we must be vigilant when dealing with city hall.

As always, the leadership of the Lake Association will continue to pursue strategies that meet our simple basic objectives: Protect our investments in lake property, and have an active voice in governance issues and at the same time protect the city’s water supply and provide a reasonable income stream to the city.

Lake Association Attorneys Opinion about a Current Homeowner vs City Litigation

As the leadership closely followed the developments of litigation involving an individual lake homeowner and the city regarding a boundary dispute, we became aware that the outcome of that litigation might have a profound effect on all lake homeowners. We ask our Lake Association Attorney to review that litigation and write a letter explaining the current litigation and any affect it may have on lake homeowners. Mr. Frost response is included with this newsletter mailing.

Legal Fund

Once again the Lake Association leadership would like to thank the membership for its’ continued financial support of the legal fund. We continue to receive contributions to the legal fund. This is so important as we continue to work with the city to find an agreement that protects our investments, and will be beneficial to both lake homeowners and the city. We also continue to receive inquires about how to contribute to the fund. If you’ve been meaning to contribute, but haven’t gotten around to it you can do so, by sending a check (specify legal fund) to Council Grove lake Association, P. O. Box 13, Council Grove, Ks 66846

Master Plan Update

Only one year after the development of the Council Grove City Lake Park Master Plan – 2006, steady progress has been made on many different fronts. Many of the projects were accomplished by the City of Council Grove with help and encouragement from the Master Plan and its process. Wah-Shun-Gah Days Parade

The Lake Association had three entries in the Wah-Shun-Gah Days Parade. Lake Association founder Wayne Criser was honored and traveled the parade route in Robert Forester’s BMW Convertible . Robert’s Mahogany 1958 Contessa speed liner and his 1908 Swamp Scott Sailing Dory Replica, were also featured. Both are very unique collectors boats. A big thanks to Robert and George Forrester, and Billy Swofford for undertaking the parade project.

Independence Day Celebration-July 3rd

NOW is the time to plan your decorating scheme for this year’s Independence Day activities. The 2007 Council Grove City Lake Boat Regatta, along with the second annual Lakefront Decorating Contest, will be held on Tuesday, July 3. Once again, the Flint Hills Community Band has graciously agreed to enhance our evening’s festivities with awesome patriotic music. Lake Association Shirts

Polo shirts are now available with a Council Grove City Lake “logo” design. Currently available are women’s in white and men’s in khaki. Zebra Mussels and other Aquatic Nuisance Species

Recently some lake folks have picked up some small clam shells that have dark and white or light colored stripes. They have passed them on to us thinking they were possibly zebra mussels. We ask Craig Johnson the area fisheries biologist to identify them. They are NOT zebra mussels, but Asian clams. It’s good that we are being more aware of the zebra mussel threat. Web Site and Email News

We are working to use the Internet and email to increase awareness of current news and disseminate more information to the membership. Considerable information is available on the Lake Association web site cgclakeassoc.org. The Association email list disseminates current information directly to 176 email addresses and reaches many non- email members through neighbors and friends.
