INDEPENDENCE DAY REGATTA
The 2005 Independence Day Regatta was a huge success. Thirty-eight decorated
boats paraded around the lake and were greeted by crowds of spectators
along the shoreline and docks. What a great way to celebrate our nations’

. Thanks to Phillip Morgan, B-35, for organizing the celebration. A
special thanks goes to all the merchants who provided all the great

MEET THE CITY COUNCIL LAKE COMMITTEE
The City Council Lake Committee is charged with making recommendations
to the city council regarding lake matters, and providing a liaison
with the Lake Association and cabin owners. The new Lake Committee City
Councilmen are:
Rick Evans
Rick Evans owns and operates R& R Electric located here in Council
Grove and is celebrating his 10th anniversary in business. Rick has
been an electrician for 23 years and prior to moving to Council Grove
in 1995, he worked for an environmental company and traveled across
the country treating soil and ground water contamination.
Rick, along with his wife Barbara, not only run the business, but both
also drive school buses for USD 417 and are members of the local Kiwanis
club. Both are active in community events and Rick is also involved
in the local Boy Scout Troop.
If you have any questions, comments or problems he’ll be glad
to talk to you and help you solve them.
J. D. Jones, Jr.
J.D. Jones, Jr. is the director of the Morris County Hospital Laboratory
and also a consultant at the Emporia Surgical Hospital. J.D. has a diverse
back ground. He has been a carpenter, is an ordained minister, and has
two Bachelor of Science degrees; one from Harding University and one
from Arkansas State University. He and his wife Sharon make their home
in Council Grove. .
J.D.’s purpose in serving on the city council is to make Council
Grove a better place to live, retire and visit. He thinks the City Lake
is a great place to retire and visit, and have a good time, at the same
time remembering the lakes purpose is our city water supply. J.D. wants
you to know, if you have a problem or concern, address your concerns
to the proper people so we can identify concerns before they become
major problems.
DID YOU KNOW?
A city permit is required to use fertilizer, or pesticides at the city
lake,
and the manner in which they are used is mandated by city ordinance..
This city permit can be obtained only by successfully completing an
educational course required by the city. Recently there have been complications
scheduling the course on week ends, mostly due to instructor availability..
There is also concern that some people may not be complying with the
ordinance. This perception may be fueled by lack of participation in
the class. The city council lake committee has asked us to help improve
the effectiveness and increase participation in the class. The lake
association officers are working to improve the course content and make
the class more readily available to cabin owners and lawn care professionals.
We are looking for capable volunteers to teach and /or assist with the
class. Volunteers should contact any association officer. The ordinance
pertaining to chemicals is included for your review.
Ordinance 12-607: CHEMICALS.
No chemicals are permitted or authorized to be placed
in or upon the water at the Council Grove Lake Park except chemicals
placed by the city and its authorized employees.
(a) Only non-restricted chemicals may be used at the
city lake. All chemicals must be used in accordance with state and
federal regulations and the instructions on the packages.
(b) Before any person is authorized or permitted to apply any non-restricted
chemicals upon lawns, shrubs or gardens at the Council Grove Lake
Park, the person applying the chemicals is required to have a city
permit issued by the city council.
(c) The cost of obtaining a city permit for applying chemicals is
to be in the amount of $5.00. $2.50 of each permit shall go to the
instructor of the city permit course.
(d) Prior to obtaining a city permit an applicator must have passed
a two-hour applicators course offered by an approved representative
of the city.
a. Anyone who is applying non-restricted chemicals
for someone else must have a commercial applicator’s permit
issued by the State of Kansas. This permit must include a general
permit and either a Category IIIA, Ornamental and/or Category IIIB,
Turf permit. A business license must also be obtained when required.
b. The city requires that a city permit by granted prior to applying
any chemical, including chemical fertilizers at the city lake.
(e) All applicator permits will be for a period of one year beginning
January 1 through December 31.
(f) Any person applying chemicals upon yards or grass on Council Grove
Lake Park without having first secured a city permit is subject to
a fine of not less than $100.00 nor more than $500.00 and also may
be liable for any civil penalties for damages incurred by reason of
using such chemicals.
(g) Any person causing damages by negligence or improper application
of chemicals may be liable for civil damages. (Ord. 1759, Secs. 2:9)
NEW CARETAKER
Justin Richardson has been appointed by the City Council as the city
lake caretaker. He will begin work during the final week of July. We’ll
get better acquainted with Justin in the next newsletter. In the meantime,
if you see Justin, please take a moment to introduce yourself and welcome
him to the lake.
