CHAIRMAN’S COMMENTS

Consistent with our Master Plan and our established goals for 2007-2008, the Lake Association Executive Committee is pursuing various options to incorporate the Lake Association. The advantages of incorporation to lake members are many. First, incorporation would reduce liability for lake association members and officers. Second, incorporation will provide a structure that will better represent our members and their interests. Third, incorporation will allow us in the future to develop contractual agreements with the City of Council Grove if needed. Fourth, incorporation provides us with a platform in cases of dispute and legality issues. Finally, incorporation will provide some clarification to our tax situation. Bill Frost, the lake association attorney, is assisting us in finding the most appropriate form and structure of incorporation. It is my hope that we can present options to the membership this fall.

CITY COUNCIL SETS 2008 BUDGET

For the second year in a row the Council did not allocate money in the budget to replace the old boat loading dock/ pier at the north boat ramp. At the meeting, Curt Brungardt encouraged the council to fund replacing the dock, saying the boat dock is unsafe and often unusable because of the water level and the poor state of repair. He also offered volunteer Lake Association members to help in the construction and installation of a new dock, as well as professional help in writing grants to possibly help fund the project. Curt also pointed out the city’s projected city lake income /expense statement for 2008 reflects over $92,000 surplus from the Lake, and expressed that some of that surplus money generated from the lake should be used to replace the unsafe boat dock. The City Council Voted 6 to 0 to approve the budget without money to replace the old dock.

The Lake association leadership finds a glimmer of encouragement in that Councilman Steve Shepard did speak, supporting replacement of the dock. Councilmen Jones also expressed that he thought the dock needs to be replaced.

In other items of interest to lake home owners the council approved the purchase of approximately 1,000 tons of gravel. City Administrator Danny Matthews related that FEMA funds would be available for purchase of some of the gravel, and the gravel is badly needed, especially on the south side of the lake. Finally, Danny Matthews, city administrator, talked in the budget process about the city’s plans of providing electrical hookups and creating permanent camp sites at several of the public parks at the lake.  

ARE YOU A SAFE BOATER?

We have received several comments, emails, and phone calls about unsafe and discourteous boaters. Two major trends are developing that seriously compromise safety.

There have been numerous incidents of boats traveling fast after sunset and sometimes in full darkness without ANY lights. These actions present a serious hazard to anyone on the lake or even on the docks. Several of these incidents have been on Thursday nights when the “Bass Club” is on the Lake. We have made the City Administration aware of this problem.

The other area that we have received complaints is boats going too fast and too close to docks. The no wake area is just that, NO WAKE. Almost every weekend boats come by the docks as close as 10 feet, bogged down at about half power and leaving a large wake. Please use some common sense and stay a safe distance from the docks. A lot of people, especially children, often swim around the docks. Boat propeller strikes involving people are often fatal.

Council Grove city ordinance no. 1991 defines an “IMPERMISSABLE WAKE --Any wake with a white cap shall be deemed an impermissible wake.” Please take time to review the city ordinances and city lake rules and regulations concerning boating. They are both available on our web site www.cgclakeassoc.org . You may want to print them and make them available to your family and guests.

We are all here to have a good time, be thoughtful of others, and boat safe.

INTERESTING FACTS

Did you know that 23 lake residents own or manage businesses and real estate in the downtown area of Council Grove?

In 2006, lake residents paid $174,643.00 in taxes to the local school district.

In 2006, lake residents paid $271,183.00 in county taxes (this is approximately a 65% increase since 2002).

DONOR ACCOLADES AND APPRECIATION

At the August meeting of the Lake Association Joyce Hutter talked about plans the executive council has formulated to donate the proceeds from the sale of license tags to benefit USD 417 and suggested we would be looking for donors to purchase the tags. At the end of that meeting LEON LUNGWITZ walked over to Christie Brungardt, gave her his business card, and said he would donate the license tags. Leon and Karen are part time residents of D 37. Please be sure to let them know how much we appreciate their assistance. Leon is the owner of THE PRINT SOURCE, INC., in Wichita. Leon has turned the project over to his design crew who are working on a draft for the license tags. THANK YOU LEON FOR GIVING YOUR TIME, TALENT AND TREASURES to this project. We greatly appreciate your willingness to volunteer and participate.

Additionally, Curt Brungardt and Andy Hutter have talked with the high school principal Kelly McDiffet soliciting ideas of where we can be the most help for the greatest number. In the coming weeks they will be talking with the superintendent for more ideas to present to the Lake Association membership.
