Master Plan Progress

Most of the 6-8 Month Objectives for the master plan are on track and moving along well.

  • The lake Association is rapidly becoming an effective organization to represent the lake homeowners. As we move forward with coalition building and activity on both the political and legal fronts, the lake homeowners are gaining more input to issues concerning the lake.
  • The Lake Association web site is an active ongoing project, constantly improving our communications with each other, and our coalition partners. The web site is also an effective vehicle to keep the public informed about our viewpoints and actions
  • A special commission comprised of representatives from the City Lake, Morris County Economic Development Commission, County Commissioners, Chamber of Commerce and Council Grove is meeting regularly to make recommendations concerning governance and financial stability of the lake and the resulting economic growth for the area. Details about the governance issue will follow shortly in a separate letter.
  • Three members of the Lake Association attended a Morris County Commission meeting to inquire about our request for a preliminary study for hard surfacing roads that access the lake from the south. The Commission did not budget funds for the requested study, but they did obtain an estimate from CFS Engineers of Topeka. We will continue to pursue this effort through coalition building with local, state and federal entities.
  • Two new city ordinances, concerning fishing and boating have replaced other ordinances, simplifying the local rules and more closely aligning them with State laws.
  • Our initiative for a study of dam maintenance requirements is progressing quite well. Kevin Rikli informed us the US Army Corp of Engineers will conduct a courtesy inspection of the city lake dam on September 17 th
  • Renovation and beatification of the entrance signs to the City Lake Park are complete and a continuing maintenance plan is in place.
  • The city has replaced the City Lake Park sign on Highway US 56.
  • The Lake Association’s request to replace the public boat dock in A section was removed from the 2007 city budget. The lake association leadership is disappointed by this action, as there is a good possibility the city could be reimbursed by the state for a large portion of this expense. The safety of the dock is a huge concern. Once again we will be persistent as we work to find a viable solution to this safety issue.

Lake Association members are continuing to pursue the 6-8 month time frame objectives outlined in the June meeting minutes. Lake Entrance Signs

The plantings around the Lake entrance signs are maturing and are beautiful! Caretaker

City Lake Caretaker/Patrolman Kevin Rikli has been very busy with grading roads and other maintenance. After so long without a caretaker it’s nice to see such professionalism in maintenance. We definitely are the beneficiaries of Kevin’s extensive equipment operating experience as the roads are quickly improving. He ask that we be patient with the dirt edges being graded back to the roads, as it will take some time to shape the contours and compaction to take place.

During the August meeting Kevin talked about speed limits and road safety. The speed limits on the county roads leading to the lake are not posted. Therefore, the speed limit on these roads is 55 mph. Some of the City roads at the lake are posted at 10, 15 & 20 mph. On all city roads not posted, the speed limit is the state mandated 30 mph for non-posted residential areas. Both Kevin and the lake Association Leadership feel that there are many places where 30 mph is an unsafe speed. As you drive these areas, please be aware of blind driveway corners, children at play, and pedestrians. Remember a rock “squeezed out” from under a tire at 30 mph could be a lethal projectile!

Woodchips/mulch is available at the caretaker’s house. Kevin says to help yourself.

Kevin also wanted us to pass on that he appreciates the support and cooperation of the lake Community.

DID YOU KNOW?

The blinking on the dam that was used to designate a no-wake time will no longer be used. The light had not been operational for most of two seasons and was often unreliable. The no-wake time now starts at sunset. Official sunset time may be found numerous places and is also available on our web site home page.

One hundred and twenty eight people now receive email news from the Lake Association. Email is an excellent way to keep informed and to provide comments and feedback to the Executive Board.
