Remember only members whose dues are current are allowed to vote in meetings and elections. For those who have misplaced their card, a membership card is printed on the last page of this newsletter. The form and dues should be mailed to Council Grove City Lake Association, P O Box 13, Council Grove, Ks 66846. Financial Stability and Governance Issue Update After rejecting the city’s plan for annexation and the Lake Association’s proposal for purchasing the residential lots, in late February, the mayor’s special commission adopted a compromise plan. The compromise plan (seven votes in favor, 0 votes against and 1 abstention) calls for lake homeowners to reimburse the city one half of the survey costs to plat every lot at the lake. In return, the city would grant a permanent easement for each homeowner. The commission also decided to delay any action on the development of a homeowners association and the operating agreement to govern the lake. In the Lake Association’s March meeting the Lake Association members authorized the executive committee to move forward with this new compromise plan. All in attendance (approximately 85) voted in favor of this new plan. Then at the March 12, City Council meeting, members of the special commission submitted their compromise plan to the City Council. At that meeting, City Council members asked the city attorney to review their proposal and report back to the City Council. Two weeks later, the city attorney provided a written opinion to the City Council members that the creation of the easements for the property surrounding the city lake is legally inappropriate. Bill Frost, the Lake Association attorney, who was in attendance at the City Council meeting, stated that he believed the compromise plan is legal and would work to benefit all parties. He emphasized that a mechanism to give lake homeowners some permanent interest in their lots is possible if the city is interested in compromising with the Lake Association. Bill Frost went on to say that if the city is not interested in working with the Lake Association, we are only wasting our time considering proper legal agreements. As of the date of this news letter, the City Council has not addressed this issue. Independence Day Celebration The Council Grove celebration will be on June 30th, culminating with fireworks on the River walk. The lake association will once again sponsor the Regatta, and Lake front decorating contest. The date for the lake celebration has not been finalized. The consensus seems to be the 3 rd or 4 th of July, with almost an even split of opinions. In the meantime start planning your decorations and purchases ahead of time. Meet the New Caretaker Our new caretaker is Calvin Seadeek of Council Grove. Calvin’s last position was with the Morris County Sherriff’s department, so he is very familiar with law enforcement and the local area. He has an extensive background is in law enforcement and construction. Calvin, his wife Michele, and their three daughters live in the caretaker’s house. Calvin is also involved part time in the construction and home repair business. You can contact him at the home number 620 767 5821. New Boating Law Changes There have been some significant changes to Kansas Boating Regulations. A complete summary is available at http://www.kdwp.state.ks.us/news/boating/ a brief extract follows: Another new requirement is mandatory use of a "skier-down" flag. Vessels towing anyone on water skis or similar devices must carry a bright orange or red flag and display it whenever a towed person is in the water, either preparing to be towed or awaiting pick-up by the towing vessel. The flag should be a minimum of 12 inches square and must be visible from all directions. The flag should not be displayed while people are being towed. Finally, all motorboats, regardless of length, are required to carry a mechanical sound-producing device, such as a horn or whistle, that is audible up to one mile. Join the Digital Age The executive board has strived to use the Internet and email to increase awareness of current news and disseminate more information to the membership. Considerable information is available on the Lake Association web site cgclakeassoc.org. The Association email list disseminates current information directly to over 170 email addresses and reaches many non- email members through neighbors and friends.
