Minutes – Council Grove Lake Association (printable view)

Curt Brungardt, Chair called the meeting to order at 9:05am and welcomed the attending members and guests.
Minutes of the August 2007 meeting were approved as written and distributed.
The August 2007 treasurer’s report was unavailable at this time.

Chairman’s Report: Curt Brungardt, Chair provided an update on the second special commission. The first meeting of the second special commission was held on August 26 th when the Mayor charged the commission on the project. Curt advised that he felt very encouraged about the meeting and believes some progress can be made this time with a win-win agreement. Items discussed included:

  • Members on the commission feel there is a need for a lake survey to know the lot boundaries
  • A 99-year lease might be possible in lieu of lot purchases
  • Improve maintenance at the lake
  • Protect the water quality
  • Fund for future capital improvements
  • County also needs to be involved
  • Establish a formal voice for decision-making
  • Consider the Reservoir as a water source

Curt advised the north boat dock is being replaced with a new floating dock. The old dock was demolished yesterday along with the boat house. The City voted 6-0 for the replacement as a result of Steve Sheppard’s initial leadership on the project. Steve Sheppard advised that it took a cooperative effort by his fellow council to approve the project. It was highly recommended that everyone should use the south ramp for the next couple of weeks during the clean up and installation. Some of the funds may be recovered by seeking a grant. Curt felt this was a very good step forward by the City with a new spirit to improve the lake. Lake members applauded the City on the decision.

A discussion was held for a fundraiser with proceeds going to the Council Grove public schools. Curt encouraged everyone to support the local schools and community. A license plate project will be funded by Leon Lungwitz, D-37. License plates will be made and 100% of the proceeds will go to the schools. More information will be made available in about a month.

Diane Bolton discussed the new Pride Committee. There will be a Pride Clean Up later this month and again next spring. All members are encouraged to participant and also assist neighbors who might need help with larger items. More information will be coming soon.

Calvin Seadeek was introduced by Mayor Cynthia Engel. Calvin advised that he still has the same phone number and address. Calvin made himself available after today’s meeting to discuss specific items with individual members.

Curt again asked for members input regarding the possibility of a long term lease and agreement.

Katie Miller was introduced as a guest speaker. Katie is the coordinator for the Twin Lakes Water Quality Project. She described the Twin Lakes Water Quality Project operations which is funded by an EPA grant to improve the head waters for Neosho. Katie advised that the area water supplies are impaired from:

  • Fecal matter from animals, livestock, and humans
  • Silting
  • Over abundance of nutrients flowing into area waters

Katie’s ongoing program is to educate and help improve the water shed. She assists with conservation projects and helps to eliminate illegal dump sites near water supplies. The worse the water condition gets will increase the overall expense. On September 25 th there will be a hands-on workshop with learning stations for 4 th and 5 th graders from 6 counties at the Twin Lakes Festival. It is expected that over 1,100 will attend. Each year she can use sponsors and volunteers during the annual festival. Katie extended a special VIP tour to the lake members, but she stressed that she will need an RSVP ahead of time because the only way one can be on the VIP tour is to be on the list ahead of time.

Katie advised that in spite of the problems with the Council Grove City Lake, it is still one of the best and cleanest lakes in Kansas. Katie also briefly described how a person could possibly qualify for up to $3,000 for septic system replacement at the lake. Several members recommended having more details about septic system grants in the newsletter.

Curt extended a special “thank you” to Steve Adams for hauling water for the flowers and plantings.

Curt provided a recommendation to Calvin for the need to straighten out the angled north ramp.

 

With no further business to discuss, the meeting adjourned at approximately 10:00am.
