The minutes of the June meeting were approved as distributed.
The treasures report was not available; the treasure has been out of town this month. The report is below:

Under Old Business:
Questions were asked about the date of the Army Corp of Engineers courtesy dam inspection. J.D. Jones, Jr. and Rick Evans both stated they did not have an exact date or time when the inspection would be done. J. D. said he thought they would probably just receive a report after the fact. Dave Fritchen asked if either Rick or J. D. had an opportunity if they would question the inspector about Federal assistance that might be available for small municipalities’ dam repairs and the priorities to receive such assistance.
Andy Hutter reported on progress regarding hard surface of three miles of road leading to the lake. The Lake Association received a letter from the Morris County Commissioners giving the report from the engineering firm, which stated the cost for asphalt service, which included purchase of additional land for right-of-way, digging of larger ditches to accommodate road crown and run-off, would be approximately $1,075,000.00 per mile. Andy stated that the Lake Association plans to contact the engineering firm and DOT for further information, concerning a lower cost type of road. It appears we may be eligible for economic development grant monies due to the growth of the area and increased population.
President Dave Baker reported that the Special Commission which is charged with making a recommendation on long term financial stability and governance is making progress and moving forward. Hopefully they will make a recommendation that is acceptable to both the city and lake homeowners.
Dave Baker and Charlie Busch both reported on the Lake Association retaining attorney, Bill Frost of Manhattan, and related some of Bills credentials. They related that both the Executive Board and the Special Commission members need clarification s and suggestions about state laws that pertain to annexation, improvement districts, and such. Dave commented that Bill Frost is an expert on such matters and has plenty of experience in municipal law, having been the Manhattan City Attorney since 1978. Charlie said our special commission members have already benefited greatly from Bill’s counsel.
Unfinished Business
Andy Hutter asked for volunteers to help with Community Fisheries assistance program(CFAP), “Green Thumbers” for the lake entrance signs, and general help for the caretaker.
He reported benefits from the CFAP have been significant with three KDWP fish stockings of channel cat and walleye. These would not have taken place with out CFAP participation. An explanation of volunteer work that would count toward CFAP grants and volunteer forms will be available on the web site.
New Business
The city will be considering new ordinances to bring life jacket requirements and boat operator age requirements into line with state boating laws.
Judy Powell brought several questions to think about as we move forward toward whatever form of agreement replaces the current lease. She raised questions concerning the cost and purchase of lots, establishment of lot boundaries, use or “common area” grounds, and maintaining all lots for single-family use only. Judy thanked those who gave her the ideas, and asked all members to participate and bring their ideas to the meetings.
