President Dave Baker called the meeting to order and welcomed
City Council members Rick Evans and J.D. Jones, Jr.
Minutes of the August meeting were distributed
by newsletter and email; there were no objections or corrections to
the minutes as published.
Treasurer’s Report was given by
Vern Hay, which showed a beginning balance of $16,451.98 and an ending
balance of $16,551.00. $40.00 was collected from dues and
$ 60.00 from ads.
OLD BUSINESS
Signage: Dave Baker reported that Rick Paul, of B-24
and Redbud Design had requested an opportunity to make a proposal for
signs at the lake. The proposal should be available for the next meeting.
Chemical Class: Sylvia Murphy reported
the next Lawn Care Management class (chemical class) will be held October
7th. A minimum of ten reservations is required for the class to be held.
Reservations should be made before October 3rd. Call 620 767 5136, and
if necessary, leave your phone number or other contact information to
reserve a class spot.
Annexation: A lengthy and sometimes rambling
discussion about annexation is summarized below:
• The first meeting to construct a Lake Association
Master plan for the City Lake will be held today at 1:00pm.
• Gary Catlin of B-7 and Lakeside Properties, presented some
figures he had compiled about the effect annexation would have on
taxes and insurance. They are based on 2004 assessments and rates.
The current annexation proposal would result in approximately a 49%
increase over the current taxes that homeowners now pay. Gary gave
examples for a $125,000 house. Taxes on a $125,000 house would increase
by $659.05. If the fire ratings were to improve as a result of fire
fighting improvements house insurance would decrease approximately
$ 146.00 for part time residents and $326.00 for full time residents.
• Councilman J.D. Jones Jr added that due to distance from the
current fire station some residences are in different fire classes;
some are currently class 9 and some are class 10. Therefore not all
the reduction in insurance would be the same.
• . Dave Baker and Andy Hutter summarized the Master Plan concept.
The basic idea is for Lake Association members, and hopefully people
from the surrounding community to work with the executive committee
on developing a “Master Plan” for the City Lake. This
will include short term and long-term lake area improvements, as well
as financial stability for both lake homeowners and the city. This
document will be used to guide the association, homeowners, and local
governing boards, as they make decisions about future improvements.
Curt Brungardt (I-21) will lead the association through this process.
The first orientation meeting will be 1:00pm Saturday, September 10,
2005.
• Wayne Criser noted that a City Lake annexation update was
on the City Council Agenda for Monday September 19th. Councilman Rick
Evans explained that the Agenda item was to update the City Council
and Planning and Zoning Commission on the status of the annexation
issue.
NEW BUSINESS
Red No wake Light: Several expressed concern that the
red blinking light on the dam that is to signal that the evening no
wake period has begun has been inoperative for some time. Since city
ordinance defines the no wake period as beginning when the light comes
on several thought it a safety issue that needs to be fixed. Councilman
Evans will look into the matter.
Lake Association Fishing Committee: Jim Ransom, D-25, asked about the
possibility of the Association forming a committee to make recommendations
to improve all aspects of fishing. Several received the idea with enthusiasm.
Jim volunteered to help with such a committee.
Boat Ramps and Docks: Some members asked about the
loading and unloading dock that is no longer at the new boat ramp, and
the poor state of repair of the dock at the old boat ramp. It was reported
that the dock at the new boat ramp had drifted away. Dave Baker said
the board would contact the city about the matter.
Animal Control: Sylvia Murphy C-24, asked about proper
protocol for dealing with animals such as a suspected rabid skunk. She
reported that neither the city police or the sheriffs department would
respond to her call for help and the use of firearms at the lake is
prohibited. Several present voiced similar problems trying to get help
with similar situations. Dave said the association would contact the
city to determine proper procedures to deal with such problems.
Discussion about Taxes: There were questions and a
general discussion about current taxes and city taxes if annexation
were to occur. Jim Ransom discussed a situation in Shawnee County where
a proposal was being made to allow tax increases to phase in. over a
period of time.
