Minutes – Council Grove Lake Association (printable view)

Curt Brungardt, Chair called the meeting to order at 9:05am and welcomed the attending members and guests.
Minutes of the September 2007 meeting were approved as written and distributed.
The September 2007 treasurer’s report was presented with an ending balance of $40,648.98.
It was announced that $25,000 has been moved into a money market account at Farmers & Drovers Bank. A motion was made, seconded, and carried to approve the Treasurer’s report.

Chairman’s Report:

Curt advised that the north ramp boat dock had been completed, and he wanted to thank the City Council. The Lake Association will be working with the City to apply for a grant for some reimbursement on the project.

An update on the second special commission was presented. Items discussed included:

  • The commission is working on the details of an agreement and progress is slowing some
  • Everyone agrees that a survey and plat of the City Lake is needed
  • A 99-year lease would have a 5-year review cycle
  • A homeowners association would be developed with mandatory participation
  • An advisory board would be used for lake issues
  • Homeowners association would have rules and covenants
  • The attorneys on both sides will probably have to meet and attend a meeting in the near future
  • Future lease would be about $800 per year with 60% going for maintenance and improvements with 40% of that going into a special capital improvements fund
  • Attorney fees are still being paid by the initial legal fundraiser
  • The commission will meet again tomorrow night

Committee Reports:

Joyce updated the lake association on the local school fundraiser. An example of the license plate was shown. Plates will be on sale in the near future for $10 with all proceeds being donated to an education project by being placed into the schools’ education fund. Donations will be made in increments of $1,000. Joyce reminded the lake association that the entire license plates project was fully funded by Leon Linquist, D-37.

Diane Bolton and Andy Hutter led a discussion concerning the lake clean up project by the Pride Committee of Council Grove. A city-wide and lake clean up effort is now underway with pick up at the lake scheduled for October 29 th. Lake residents must call the City ahead of time to ask for pick up. Trash will need to be divided into two piles, household and limbs/brush. Anyone can call Diane Bolton for more details or to volunteer to help neighbors.

Curt advised that the lake association will be looking at a possible move to a more formal structure. The lake association will become incorporated. The attorney is working on it.

Jim Ransom gave a detailed report and recommendation on controlling the problem with geese at the lake. The central fly way has over 1,000,000 resident geese and is dramatically growing. A goose can contribute 2 pounds of feces per day. Kansas started a poorly conceived release program in 1980, but the project was halted in 1989. Controlled hunting is the best way to control resident geese. The problem is just not at City Lake, but is becoming a large problem all over. Items presented included:

  • Non-lethal means can not effectively eliminate the problem
  • Never feed the geese
  • Egg addling is an option which can be done with a permit
  • Ask the City to modify gun ordinances to allow controlled geese hunting at the lake
  • Consider hunting permits with no more than 8 per section
  • Season would be Oct 27-28 and Nov 7-Feb17
  • Draw names by lot if there should be a large number of permit requests
  • Permits could only be issued to city or lake residents
  • Hunting would have to be done in a very safe manner
  • Birds can not be shot at unless in flight
  • Limit of three geese
  • Birdshot only travels about 50-60 yards
  • Use only lead-free shot
  • Hunting only done from boats, docks, or shoreline
  • All Federal and State hunting regulations would apply
  • Registration with the caretaker of hunters with permits
  • Caretaker notification when planning a hunt
  • Geese tend to leave the area when being shot at
  • Consider using a guide

Joyce Hutter recommended the formation of a committee to review Jim’s presentation and recommendations, and to report back to the lake association and City with suggestions.

Curt advised that the Executive Committee will be looking at applying for liability insurance for the lake association and officers. He felt it would be critical to have this insurance as we work towards an agreement with the City, participate with the development of a new lease, and consider a homeowners association. More information will be provided in the future.

Curt and Andy provided an update regarding the new street names. Apologies were given because of the short notice and not everyone could be informed in a timely manner, but a significant deadline made it impossible. The need for new street names and lot numbers is due to the e-911 and GPS locations for cell phones and land based phones/addresses. The change was needed because the lots are not currently numbered sequentially. A preliminary map with road names was presented by a slide presentation. Andy advised that we should begin to know the street names and lot numbers around the first of the year.

Diane Bolton gave a brief presentation concerning the water monitoring project. Testing was done at ten sites around the lake. his will become a yearly project.

Curt briefly discussed a suggested holiday party and asked for volunteers to plan the project.

Curt again thanked the mayor and City Council for working on the dock replacement and second special commission. He felt a lot of progress and cooperation has been done.

Curt advised that the lake association will not meet in November, but information will be provided through the newsletter. The Executive Committee will continue meeting on all important matters.

 

With no further business to discuss, the meeting adjourned at approximately 10:20am.
