President Dave Baker called the meeting of the Council Grove Lake Association to order.

President Baker introduced Bill Berns, new owner of the Marina. Bill Berns indicated that Ron Long was still operating the marina until the end of the year. Berns plans to operate in the same manner as Long has been operating for at least the next year. He will be open from Wednesday until Sunday night and plans to erect some covered storage next year. He is looking for a good boat mechanic, which will be seasonal, and would like some recommendations. He is planning to provide service this year for winterizing boats. The minutes of the September meeting were corrected to read that the City Police responded to Sylvia Murphy’s call to 911 about a potentially rabid skunk, but the police could not do anything without animal control. Her neighbor took care of the skunk.

Vern Hays gave the treasurers report indicating an opening balance of $16,551.98; income from dues and ads totaling $65.00 and expenses of two newsletters and supplies amounting to $732.05; leaving a ending balance of $15,884.93. He also indicated we have 272 paid memberships in the association. Ali Marlow moved the treasurer’s report be accepted; seconded by Fred Vance.

Signage – Information will be presented at a future meeting. There was discussion on numbering system and confusion finding specific areas.

Web Site – It is up and running and being added to daily. The Master Plan summary will be added in the near future.

Red Light – The red light on the dam is available. Brackets are being made for it. The City Council has some questions as to its need.

Animal Control – Wild Life & Parks, Fish and Game, has jurisdiction over animal control and should be contacted with problems.

The next meeting on Master Plan is October 28, in the basement of the Hays House. Social hour is 6:30 p.m. and the meeting at 7:00 p.m. Master Plan progress will be reported on the web sight.

Councilman J. D. Jones Jr. feels there is confusion on what is involved with the lake annexation and that the people on the lake need to be informed and that all aspects are not negative.

President Baker asked for an update on the hiring of a caretaker. No progress has been made. Money and useable equipment seem to be the big problems. It was suggested the city look into contracting the work out. Some local people might be interested and have their own equipment for both road and lawn maintenance.

There was some discussion regarding lease vs. purchase of lake lots and issues involved. This was noted to be a part of the Master Plan – Governance Committee study.

Fred Vance was asked about lease transfers. Indicated this was a slow season and most activity is in the summer months.

Mayor Montgomery was asked about signs on highway directing people to lake on road 1200. He indicated the city is planning to do something and this has to be approved by KDOT. It was noted that was a part of the planning for the Infrastructure Committee.
