Minutes – CG Lake Association General Membership Meeting (printable view)

Curt Brungardt, Chair called the meeting to order at 9:05am and welcomed the attending members.

Minutes of the April 12, 2008 general meeting were approved as written and distributed.

The April 30, 2008 treasurer’s report was presented by Andy Hutter in lieu of LuAnn’s absence with an ending balance of $43,236.75.

A motion was made, seconded, and carried to approve the Treasurer’s report.

Chairman’s Report:

Curt advised that he had recently met with the School Board about the fundraiser. A check for $1,000 was presented to help classrooms or innovative teachers. Memorial Day weekend will be used to sell license plates at the lake entrances. All proceeds will continue to be contributed to the school fund. Also, Ace will be selling the license plates. Gary Catlin also advised that Ace has boat permits.

A financial and stability report was given. Curt strongly feels that the business community recognizes the importance of the lake and the new lease. Some City council members are still not interested in negotiating a new lease right now. However, Tim Tyner and the local Chamber of Commerce are still promoting the need for a new lease sooner than later. Curt advised that Stinson, Morrison and Hecker will soon be advising the lake association of the best legal options and best strategy to move forward. It’s hoped that a recommendation will be ready by July or August.

An inquiry was made regarding the recent court case on the boundary dispute. Curt was under the opinion that a decision on the property boundary dispute should be done within the next 30-60 days.

Curt advised that a serious rumor within Council Grove is circulating that the lake association’s sole intent on a new lease is to get a gated community and make City Lake a private lake. Curt explained why this is not true, but provided some sight concerning how the rumor may have started. Curt offered several suggestions on how to counter the rumors:

  • Have public forums to discuss the facts and issues
  • Use the newsletter to communicate facts
  • Write letters to the editor
  • Provide press releases
  • More involvement with the Chamber of Commerce
  • Need to educate the community on key issues

It was announced that Vern Hay will be running for County Commissioner. Curt encouraged the lake to help get Vern elected.

Christie Brungardt provided a brief update on the July 4 th activities at the lake. The boat regatta and lake front decorating contests will be held on July 5 th. No decision has been made yet about fireworks or a band at the lake.

Curt reminded the membership that the lake association will elect 11 new directors this year during the June annual meeting. Candidacy forms are due by today at 6:00pm. Approximately, twelve candidacy forms have been already received and a couple more might arrive today before 6:00pm. Ballots will be mailed to lake members later this month and must be returned by June 14 th. Each lease will be entitled to one ballot/vote.

Joyce reported that over $300 was raised last month during the Relay for Life bake sale.

Billy and Jane Swafford were recognized for their outstanding efforts on the lake entrances and plantings.

Curt encouraged everyone to purchase a license plate and lake t-shirts.

New Business:

John Nicodemus provided a report regarding the recent KU biological study and survey of the lake to check on sedimentation and water quality issues. Sonar, GPS, and core samples were used to study the lake. The final report and maps of the lake should be available soon. However, the surveyors noted there were not any initial major problems found. John advised that he made arrangements so that each lake member may receive a copy of the map. It is possible that the survey team will attend a lake association meeting in June or July. A brief discussion was held about conducting boat safety and reviewing lake rules for new members. Andy provided a handout on the rules and regulations and also advised that the handout is also available on the web site. Most common violations include:

  • Going the wrong direction outside the buoys
  • Running too close to docks
  • Creating wakes inside the buoys or next to the shore line or docks
  • Running without lights at night

Andy reminded everyone that we know officers will be on the lake for the Memorial Day, July 4 th, and Labor Day weekends. Diane Bolton recommended having a safety event for kids.

The next chemical class will be held on Friday, May 16 th. The registration deadline was May 9 th.

Discussion was held concerning the Wah-Shun-Gah parade on June 21 st. John Nicodemus offered to provide his boat for the parade. Suggestions included having Wayne Criser and Vern Hay ride on the parade boat.

It was announced that Curt will not be able to attend the June meeting, and Joyce will preside at the next meeting in June. Curt advised that today could be his last meeting as President pursuant to next month’s elections. Curt thanked everyone for supporting him and advised that no matter the outcome of the elections he will continue to serve in any capacity.

It was announced that someone is missing a dock which is now at K-22.

Sylvia Murphy offered several suggestions to improve the lake t-shirts.

With no further business to discuss, the meeting adjourned at approximately 10:15am.
