The August 9, 2008 meeting of the Council Grove City Lake Association was called to order by the President, Curt Brungardt.   There were 47 members present.

The minutes of the July meeting were approved as presented.

The treasurer’s report was presented and approved. 
Curt Brungardt expressed his and Christie’s thanks and appreciation to all who sent condolences and gave assistance during their recent loss.

Information was given on the financial stability and governance issue with regards to the lake lease, which is due for renewal in 2011.  The city has withdrawn from discussion, under advice from the city attorney, until after the new council has been elected.   This will be in April of 2009.  The city administrator is supporting a one-year –year to-year lease.

The board will use a three-leg approach to this situation:

1).    Social, community and educational— By involvement and support of the activities and programs of the city.

2)      Political—By encouraging residents who understand the contributions of lake residents to the economy of the area to run for city council in April and by educating area residents on how much we support the City.  The city council consists of six members whose terms are four years with three members elected every two years.  Seats open for election in April are: Steve Shepard, J D Jones and Rick Evans.

3)      Legal—Information is being collected regarding various issues for legal purposes.   Meetings have been held with attorneys and plans of action are being developed.

The Lake Association has not previously operated with a budget.  The Lake Association has income of approx. $16,000 for 2008.  A budget is being developed by the board and will be presented in December.

Alice Forrester was introduced as a non-voting recording secretary for the association.

LuAnn Fuller reported on the Relay for Life event held August 1.  This is the first time the Lake Association has sponsored a team for the event.  This team raised $1953.00, which was excellent as a first time effort.  Morris County raised $53,000 as a total effort.

Andy Hutter reported on the county elections.  Diane Yost and Vern Hay were elected as new commissioners.  A great deal of effort was expended campaigning for these people. Both incumbents had run unopposed for the past 12 years.  With two of the three commissioners now new, we are more hopeful of getting some response in future requests for attention to roads 1200, 1250, and 1300 on the south side of the lake.  It is interesting to note that we pay the county approx $400,000 a year in taxes.  The county allocates $200,000 of that each year to paved roads & bridges.  The county has 63 miles of paved roads and we are only concerned with three miles on the south side of the lake.  So far we have been told there is no money for these road repairs or paving.

Joyce Hutter reported that on August 21, the Lake Association will host the  quarterly breakfast held for Chamber of Commerce members. The breakfast is from 7:00 a.m. to 8:00 (with breakfast served from 7:00 to 7:20) and costs $5.00 ($6.00 for non-Chamber members).   Expenses will be paid and the balance will go to the Chamber.  We will be given an opportunity to tell those present a little about the Lake Association.

There was discussion and an a request for volunteers for the Twin Lakes Water Festival—a September event for elementary schools in the area, to teach them about water quality.  They will need golf carts, drivers, and teachers and trainers.

Curt Brungardt notified the group that liability insurance had been purchased for the Association and its officers at a cost of approximately $1900 per year.

A lengthy discussion was held regarding Zebra Mussels and the possibility of them getting into the city lake.  They are currently in El Dorado Lake, Lake Afton, Cheney, and Marion Lakes.  Discussion was held regarding prevention and elimination.  Larva can be spread by all types of water toys, human or animal feet, minnow buckets, or live bait, or anything that might come in contact with the area where they exist. Elimination is very difficult.  Many things have been tried, including, - boats and water toy inspections, lake closings to water-craft, etc. Items must be out of water for at least 5-7 days to kill the mussel, or items can be cleaned with a strong Clorox and water solution.  Please be very careful what you put into the lake, and where it has been. 

Because of the hot and humid weather we have had in the past few weeks everyone is encouraged to watch out for stroke victims.  Sometimes people can have a stroke and not be aware of it.   A quick check for stroke is, the first three letters of the word  STROKE

IF ANY OF THESE THINGS CAN’T BE DONE, TAKE THE PERSON TO THE HOSPITAL IMMEDIATELY.  Remember   ---the effects of a stroke can be reversed if medical attention is given within 3 hours.  If not, DEATH can occur.
