Curt Brungardt, Chair called the meeting to order at 9:00am and welcomed the attending members and guests.

Minutes of the July 2007 meeting were approved as written and distributed.

The July 2007 treasurer’s report was presented and discussed with an ending balance of $41,697.39

Chairman’s Report: Curt Brungardt, Chair provided an update on the special commission. The first meeting of the special commission will be held on August 26 th when the Mayor will charge the commission on the project. The City appointed our two delegates, Curt Brungardt and Dave Fritchen, to represent the lake on the special commission. Curt expressed five needed goals for the special commission:

  • Financial stability
  • Voice in decision-making
  • Maintenance and improvements
  • Protect the water source
  • Enhance the economic activity of the community

Curt provided an update on the City 2008 budget for the lake that is up for final approval on August 13 th. Highlighted items include:

  • $217,900 in revenue
  • $125,150 in expenditures
  • Projected gain of $92,750
  • $5,000 for parks with some consideration for new camp sites
  • $6,000 for caretaker’s AC/heating
  • $.00 for dock replacement/repairs. Some money might be set aside for the project with possible help from the members with skills and volunteer work. A grant is also possible.
  • Several City Council members now favor dock replacement because of safety issues.

Vern Hay inquired about the status of a fire station near the lake. Discussion was held. There are no immediate plans for a fire station. Steve Sheppard advised that an extra fire truck is now available.

Curt encouraged all lake members to attend the City Council meeting on August 13 th. A large turn out is important to help show support of the lake association and our concerns about the lake budget.

A list of maintenance concerns has been sent to Mayor Cynthia Engle. Curt advised that he was pleased with a timely response on the issues. Some improvements have been with some road maintenance, buoys, and lake patrol. Curt expressed concern about fast boats running without lights after sunset mostly on Thursday nights. Some members thought the problem was being caused by fishing tournaments on Thursday nights. Fred provided a handout on Kansas boating regulations for running lights between sunset and sunrise.

Curt advised that the lake association may need to move to a more formal structure, especially if a satisfactory agreement isn’t reached with the City Council and special commission. Curt stated that Danny Matthews has proposed one year leases with full City control which would be a disaster for the

lake members and community. If the special commission fails to present an agreement which is adopted by the City Council, help from the courts might be an option to consider with a class action lawsuit. Incorporating would help protect the officers and the association in the event of a lawsuit. Curt feels the problems can no longer be ignored if the agreement fails.

COMMITTEE REPORTS:

Andy Hutter provided an update regarding the geese problems. He contacted the Fish and Game Commission about 3 weeks ago. They will not be able to help out much and have little interest in the problem. The main recommendation is DO NOT FEED THE GEESE!!! Also, ribbons and barriers might help keep the geese off of property. Resident geese can live 25 years with droppings of 2 pounds per day. And some lake residents may like the geese, but it can create a serious health hazard and also help the algae to grow. A flock of 50 geese can add 3,000 pounds of droppings a month which is a large amount of nitrogen going into the lake. Last year an aerial survey indicated an estimate of 6-8,000 geese at the lake last winter. Some regulations prohibit certain harassment of geese. It is extremely difficult to capture and relocate geese because nobody wants them. Destroying eggs and nests require a government permit. There is some federal and state interest in problems with geese because of health concerns. Dave Baker also inquired about signs for zebra mussels. There was no consensus on how to deal with the geese problems.

Joyce Hutter provided an update on the lake association merchandise. Sales are going very well. License plates, caps, and visors are also being considered. We are currently considering support of a school project with the proceeds from the sale of license plates, and we are looking for donors to help pay for the tags.

NEW BUSINESS:

Curt advised the lake association’s assets are being to substantially increase with a current level of almost $50,000 that is not drawing any interest. It’s recommended that we consider moving some of the money into an interest bearing account. Discussion was held.

Lake Association Decision: A motion was made by Dave Baker, and seconded by Joyce Hutter, to consider the options and authorize the officers to move some money into interest bearing accounts. Discussion was held. Motion carried.

The Executive Committee has recommended having an independent CPA review the financial records of the lake association on a regular basis. Lisa Johnson, CPA will be contacted for a financial audit.

The Executive Committee is encouraging support for the local area. The high school booster club will be contacted for our participation, and individual members are also encouraged to join.

The caretaker was not present for an introduction.

Warren and Helen Beavers contributed $100 to help fund the flower arrangements. Appreciation was recognized for Billy Swofford’s grass cutting efforts.

Dave Baker advised that American Santa Fe Horse Race will bring large crowds to the area on September 11 th.

With no further business to discuss, the meeting adjourned at approximately 10:00am.
