Minutes Council Grove Lake Association

President Dave Baker called the meeting to order and welcomed Mayor Dick Montgomery, Councilmen Rick Evans, and J.D. Jones Jr.

Treasurer Vern Hay gave the treasure’s report listing several expenses since the October meeting, which included expenses involving the Master Plan and related mailing of meeting notices, etc.

With some bills projected to come in this month and more membership dues arriving daily, he projected an estimated balance of approximately $18,000.00 at the end of April. Vern emphasized the books are open to all who are interested in the minute details.

Dave Baker gave the President’s report and noted the large increase in participation in the organization. He reminded everyone that the annual membership fee is due and payment is a requirement to vote at Association meetings. Dave also emphasized that during the “off Season” the executive board has been very busy with the Master Plan and growing a positive relationship with Council Grove. This has included a more complete web site, joining the Chamber of Commerce, participating in the Council Grove business expo, and numerous meetings with local, and state officials. Dave emphasized the importance of working with the local community.

Dr. Curt Brungardt presented the Lake Association’s Master Plan to the Membership. The entire Master Plan is available on the web site www.cgclakeassoc.org. Dr. Brungardt’s remarks are summarized here. He emphasized a Master Plan is not a detailed construction document but a set of priorities that establish direction for the future. He outlined the major areas of the Plan and said if each initiative is accomplished it would encompass approximately 10 million dollars of improvements. Obviously the local government doesn’t have that kind of money. That’s the reason we are reaching out, communicating, and asking for help from state and federal resources. The Master Plan is the best vehicle to start that process.

Curt pointed out that there are two arenas that the Master Plan initiatives encompass. The first is the plan itself; which outlines the long-term goals of the Lake Association. The second arena is the political arena. This is where we are reaching out to be a vital part of the local community, communicating our plan and the need for financial stability and economic growth to local, state and federal officials. The Master Plan has been sent to the Governor and cabinet members, as well as all key legislators who may eventually be involved. Responses to our request for assistance are already coming in.

Dr. Brungardt emphasized progress will be very slow unless each individual in the lake community gets involved and makes a real effort to help as the plan transitions from a general working document to an action plan.

President Dave Baker then continued with the agenda: A nominating committee of Joyce Hutter, Don Telford and LaVon Brockelman has been appointed to recommend a candidate for treasurer since Vern Hay’s term expires in June. Dave asked for volunteers for the following items: Compose a Church Directory for newsletter; Design/decorate a float for Wah-Shun-Gah Day’s parade; Assist with the Fourth of July Celebration; Coordinate the Lawn Care (chemical) class; and Committee to research changes to the by laws.

A proposed city ordinance prohibiting planting in the five-foot easement was discussed. A plan to improve the entrance signs to the lake was approved with a budget of $1000. Bill and Jane Swofford will lead this action.

The open session of the meeting provided some lively and lengthy discussion of the financial stability and Governance portion of the Master Plan. Two people voiced concerns that the lot purchase option would be too expensive. President Dave baker assured all that the objective was to arrive at the best solution for all of us and we would not recommend a plan that was not affordable and a better solution than the total projected cost of the current annexation proposal.

Several expressed support of the master plan process and thanked those volunteers who have expended the time and effort to guide the master plan process.
