Dear Morris County Commissioners:

The Council Grove Lake Association would like to thank you for your initial support of the Council Grove City Lake Park Master Plan. We believe that a coalition of lake, city, and county residents can truly transform and improve one of the most important assets of the county – the city lake. As you are aware, the City Lake Park needs improvements to its infrastructure. As older cabins are being replaced by modern homes, permanent and weekend residents are increasing and the need for improvements is growing.

Consistent with our Master Plan, it is our desire to make improvements to four county roads (a total of three miles) that serve as major arterials for the 201 homes on the south side of the Council Grove City Lake. Over thirty years ago, Morris County constructed a quality road to serve the north side of the lake. Today, north shore homeowners enjoy a quality hard surface road because of previous Commissioners actions. We believe the time is right to make similar improvements to the three miles of road on the south side of the lake.

Our first priority is to improve 1200 Road. This one-mile road runs north and south between US Hwy 56 and the south entrance of the City Lake Park. This gravel road sets on the mile section line and serves as an arterial to 124 homes in Sections I, H, and R. In addition, the southern half portion of this one-mile road also serves another 30 homes in Section J.

Secondly, we seek to improve roads U and 1250. U Road is one-half mile running east and west between 1200 Road and 1250 Road. Running north and south, 1250 Road runs from U Road to Section J. These two half-mile roads serve 30 homes on the south side of the City Lake Park.

Finally, 1300 Road runs north and south from US Hwy 56 to the west entrance of the City Lake Park. This one-mile gravel road (also a mile section line) serves 48 homes from sections G, F, and K.

With this letter, we would like to formally request that the Morris County Commissioners contract with an engineering firm (likely Bucher, Willis and Ratliff Corporation) to provide the county with a “preliminary study” of this project. Such a study could provide various options for hard surfaces, preliminary drainage issues, right-of-way options, possible construction phases, project costs and possible funding sources. We believe this preliminary study would provide the information we and the county need to make plans for the future. With this vital information, we will join the county to seek the resources needed to start construction.
